Samat Daumov is a Partner and Head of the GRATA International office in Astana. He previously served as Managing Partner of the firm’s offices in Kazakhstan and also led GRATA International’s representative office in Dubai, UAE, for two years.
He specialises in natural resources and subsoil use, as well as corporate and commercial law and dispute resolution. Samat advises major international and Kazakhstani companies on subsoil use regulation, investment structuring, corporate transactions, and business protection.
He is the author of a number of publications on legal and business regulation matters, a lecturer at MNU University, and a member of its Board of Trustees.
He is also a member of YPO Kazakhstan (Young Presidents’ Organization).

Regulation of the Mining Industry in Central Asia: Investment Lessons from Mongolia, Uzbekistan, and Kyrgyzstan for Kazakhstan

A review is planned focusing on key challenges and regulatory missteps in the mining sector across several countries in the region. Particular attention will be given to the practices of Mongolia, Uzbekistan, and Kyrgyzstan as Kazakhstan’s closest competitors. The purpose of the material is to analyse their experience, monitor current trends, and, where possible, take into account identified shortcomings when shaping the national regulatory approach.
